Is America a ‘Nation of Immigrants’? Immigration Agency Says No This NYT article describes an agency in Los Angeles that's job is to grant citizenship and issue green cards to immigrants. The agency USCIS changed their mission statement from "America's promise as a nation of immigrants" to "guide us in the years ahead." The director of USCIS has gotten backlash for being racist and anti-immigration because he was appointed by Trump. The director, L. Francis Cissna, explains that the slogan is just more straight forward. in my opinion, he shouldn't have changed the mission slogan, but if you think about the meaning of each of the slogans, they essentially have the same meaning. the newer one implies that immigrants will guide the country and further form the country. The second one says that America is made of immigrants who shape the country.
